The Office of Management and Budget (OMB) issued in the Federal Register a proposed regulation for federal financial assistance (RFFA) which would, in its words, “improve government-wide policies and requirements related to the management of grants, cooperative agreements, and other forms of assistance.” OMB believes that “Federal financial assistance programs, and the activities performed under Federal awards, have not always remained properly aligned with core purposes authorized by law, nor served the needs of the American public as intended.”
